Musings

This is not a novel to be tossed aside lightly. It should be thrown with great force.

East Bridgewater’s voters will be faced with an Proposition 2 1/2 override ballot question for the second time in two years.

The Board of Selectman voted Tuesday to place an override question of $ 1.25 million on the November ballot.

Peter Hamilton, David Walsh and Theresa McNulty discuss a Proposition 2 1/2 override that will appear on the November ballot.

The town is revisiting the idea of an override after many people approached them and feel it is time to “move forward,” said Board of Selectman Chairman David Walsh.

When the town last voted down the override a year ago residents’ water rates increased 123 percent to fund the water-cleanup project that was approved.

“Some of this may have been caused by actually seeing the water bills,” said Walsh.

This time around the board plans on better educating the people of the town, he said.

“To not do anything, we’ll see the community crumble around us,” said Walsh.

“Once we start to collect from the override, the water rates would decrease simultaneously,” said Walsh

To fund the water project through the water rate increase is the same cost to fund an override, he added.

The benefit of the override would be the ability to do multiple projects as opposed to one, said Selectman Theresa McNulty.

“Knowing that we have other projects to do it would be difficult to ask tax payers for additional money,” said Walsh.

“The capital projects we voted at Town Meeting were not the infrastructure needs,” said McNulty. “Those things we voted at Town Meeting are just small things we are able to manage with that budget [the Capital Stabilization Fund.]”

The Capital Stabilization Fund only has $739,000 in it which is about five years worth of the projects payments, but after that there is no long term funding for it.

“I think a way to offset some of the existing problems is to do an override and reduce the water rates,” said Walsh. “All we can do is educate people and hope for the best.”

“We’re not trying to sneak in an override, or do it in a rush,” said Selectman Peter Hamilton. “We’ve talked about it for several years.”

Walsh said the override is an option that he sees as an opportunity.

“We need to get as much information out there as possible,” said Walsh. “I’m willing to give it a shot to educate one more time.”

In other business:

• The board approved to request the Senior Building Committee to review the offer made by Joseph Savino to use the former Casa Loma restaurant as a new senior center.
